The Administrator performs complex professional tasks associated with the management and prioritization of the Water Resources Protection Program (WRRP), including serving a key role in the coordination, development, and delivery of the core program components and associated capital projects. Provides customer service to Stormwater Utility ratepayers and coordinates complaint response, tracking, and communication. Provides support to the City stormwater systems operations and maintenance, as well as Municipal Separate Storm Sewer System (MS4) and Total Daily Maximum Load (TMDL) compliance efforts and the City’s green infrastructure program. Works closely and in coordination with technical staff, other divisions and other departments to manage, integrate, and/or coordinate the various components of the WRPP. Position reports to the City Engineer.

The salary amount will be between $58,848.55 and $85,321.60 annually. Starting offer is based on applicable education, experience, and internal equity.  This is a full-time, exempt, position. Skills Required

Minimum Requirements: 

  • A four-year degree in Engineering, Environmental Sciences, Natural Resources or related field.
  • A minimum of five (5) years of experience in stormwater program management or other related public water resource protection field.
  • Possession of a valid appropriate driver’s license required and must meet the City’s driving eligibility requirements. (To view our driving eligibility requirements, visit www.charlottesville.gov/faq.aspx?qid=166);
  • Ability to obtain Virginia DEQ E&S and VSMP Plan Reviewer certifications within 12 months of start date.

Preferred Qualifications:

  • Highly preferred professional certifications: Engineer-in-Training (EIT) or Professional Engineer (PE), Certified Professional in Stormwater Quality (CPSWQ), Certified Stormwater Manager (CSM), etc.
  • Preference for at least one (1) year of supervisory experience.
