Description

Performs accounting, reporting, and budgeting processes for federal Section 8 rental assistance programs. Implements pro-social community engagement strategies through outcome-oriented and equity-based programming in partnership with stakeholders including owners, community organizations, and program participants.

Job Duties

·       Processes and disburses owner housing assistance payments and participant utility reimbursements;

·       Prepares, maintains, and analyzes budgets, local reports, and HUD reports for locally administered federal Section 8 certificate, voucher, and Moderate Rehabilitation programs;

·       Analyzes federal Section 8 funding increments and recommends course of optimum usage ($3 million annual budget);

·       Processes and ensures successful electronic transmission of HUD data to PIC;

·       Processes electronic transmission of expenses to VMS;

·       Processes entry of new program participants into EIV;

·       Prepares and submits end of year financial reports to FDS;

·       Tracks SEMAP indicators and prepares and submits end of year SEMAP report;

·       Processes program participant port-ins and port-outs;

·       Forms and tracks repayment agreements with participants;

·       Develops relationships with public, private, and non-profit affordable housing stakeholders to implement and realize community engagement strategies;

·       Maintains and analyzes individual owner Section 8 accounts;

·       Onboards and offboards owners in Section 8 programming;

·       Provides owners with customer service and support;

·       Plans and facilitates community outreach events with Owners;

·       Performs related tasks as required.

Skills Required

Knowledge: Knowledge of general accounting principles and practices, accounts payable and receivable, budgeting, forecasting, and statistical reporting methods; affordable housing policies and Section 8 program regulations and accounting; community engagement and networking and knowledge of affordable housing stakeholders desirable. Knowledge of Happy and/or Housing Pro 9 software desirable. Skills: Analyzing and interpreting statistical and financial data; operating a personal computer(Word, Excel, and Outlook) and related equipment. Public speaking and public engagement skills desirable. Abilities: ability to maintain complex financial records and to prepare financial reports accurately; ability to understand and follow complex oral and written instructions; ability to deal effectively with co-workers and the general public; ability to build strong interpersonal relationships desirable.

Work Schedule

M-F, 8AM-5PM. Telework a strong probability

Additional Info

·       Any combination of education and experience equivalent to graduation from an accredited four-year college or university with major work in business, marketing, accounting, public administration, or a related field.

·       Experience operating QuickBooks.

·       Experience working with federal, state and local Rental Assistance programs.

·       Experience working with Housing Choice Voucher (HCV) programs.

·       Experience in affordable housing government or non-profit organizations preferred.
