The Human Resources Department is seeking qualified candidates to be considered for the position of Human Resources Specialist – Benefits who are highly motivated and who strive for success by demonstrating Charlottesville’s Core Values of Leadership, Trust, Creativity, Respect, and Excellence.

The hiring amount will be between $18.85 and $24.51 an hour ($39,217.92 to $50,980 annually). This is a full-time, non-exempt, position. Starting offer is based on applicable education, experience, and internal equity. This position performs a wide range of duties related to employee services, programs and will have a primary focus on the employee benefits for the organization including but not limited to medical, dental, vision, short-term and long-term disability, etc. Responds promptly to customer needs, requests for service and assistance. Reports to the HR Benefits Administrator.

Job Duties

Benefits-Specific Duties:

  • Reviews reports from benefit plan providers to verify accuracy and resolve differences;
  • Assists in implementation, administration, maintenance and communication of employee benefit programs and related documents;
  • Provides complex benefits information to applicants, employees and their dependents, and others;
  • Processes benefit transactions, transmits information to vendors, resolves complex issues related to payments and accounting;
  • Verifies and submits benefits enrollment forms and payment to benefit plan providers and other plan administrators as needed.

General Duties:

  • Provides administrative and technical assistance for the day to day Human Resources operations;
  • Responsible for processing personnel transactions related to employee status, new hires and terminations, pay changes and benefit changes, enrollments and assisting with qualifying events;
  • Assists departments with recruitment needs, designs job advertisements, processes candidate referrals in NEOGOV, attends job fairs, proctors public safety pre-employment testing;
  • Guides new hires through the pre-employment process, maintains I-9’s, schedules drug screening, initiates background checks, schedules orientation, assists with onboarding, and issues ID badges;
  • Performs complex transactional processes that require advanced knowledge of employee benefits and eligibility requirements;
  • Coordinates and assists with employee programs, tracking participation and facilitating payment to vendors;
  • Directs visitors, answers primary phone lines and assists employees and applicants with general questions. Interprets personnel policies and procedures, providing guidance for employees;
  • May serve as a decentralized buyer, processing purchase requisitions and payment vouchers for the department;
  • Assists in developing, coordinating and delivering a variety of workforce activities such as employee surveys, open enrollment, health fairs and assessments, retirement ceremonies and employee celebrations;
  • Updates employee files to document personnel actions and to provide information for payroll and other uses;
  • Participates in systems testing as needed;
  • Generates and distributes automated and standard reports;
  • Provides coverage/back-up for other Human Resource functions as needed;
  • Processes employment verifications;
  • Files/scans and maintains personnel records;
  • Recommends and implements systems that support existing processes with the focus on process improvement and enhanced service delivery;
  • Performs special projects, research, analysis and other duties as assigned.

Skills Required

Minimum Requirements:

  • Any combination of education and experience equivalent to graduation from an accredited college or university.
  • At least one year of experience in human resources or related work.

Preferred Qualifications:

  • Prior experience assisting with employee benefit programs, benefit plans, and/or benefit administration.
