Monticello Area Community Action Agency (MACAA) partners with individuals and families experiencing low income to promote economic empowerment, equitable access to healthcare and nutritional supports, and the education and development of the whole family. The opportunity:

MACAA is looking for an ERSEA Specialist (Eligibility, Recruitment, Selection, Enrollment, and Attendance) to join our Early/Head Start program’s Family Services Team. The ERSEA Specialist will plan, implement and monitor the processes for eligibility, recruitment, selection, enrollment, and attendance for Early/Head Start programs. This role requires the highest level of integrity when verifying child eligibility, applying federal poverty guidelines and federal, state, and local criteria to select the most vulnerable applicants for enrollment. To ensure success, you should possess significant experience with data entry and generating reports.

 

Reporting to the Family and Community Engagement Manager and collaborating with team members in each service area (Education, Health and Wellness, and Family), you will help to strategize, manage, and implement successful E/HS programs to deliver maximum value to the organization as a whole.

Job Duties

Your impact / You’ll:

  • Collaborate with other ERSEA Specialists and the Family Support team to meet funded enrollment benchmarks throughout the E/HS academic year.
  • Conduct interviews and review family documentation to verify essential eligibility criteria and maintain comprehensive and accurate electronic eligibility determination records.
  • Coordinate and implement recruitment strategies with Go2Grow partners and local school divisions and develop recruitment strategies that prioritize children experiencing homelessness, in foster care, and with disabilities or those in need of early intervention services.
  • Monitor daily/monthly child attendance records to maintain a rate above 85%.
  • Cultivate relationships with community partners that result in positive outcomes for E/HS families.
  • Recommend and implement ongoing improvements to the program’s ERSEA procedures with the goal of improving efficiency, equity, and access for families in our service area.

Minimum qualifications

  • High school diploma, GED, or equivalent.
  • 2+ years’ experience in a similar role or that demonstrates progressive responsibility.
  • Proficiency in Microsoft Office (Excel, Word and PowerPoint).
  • Clear and concise communication skills.
  • Proven ability to navigate sensitive conversations with empathy and tact.
  • Strong problem solving and analytical capabilities.
  • Ability to learn new processes and systems quickly.
  • Excellent time management skills with a proven ability to meet deadlines.
  • Meticulous organizational skills and attention to detail.
  • Valid driver’s license, reliable transportation, and auto insurance.
  • Ability to provide a current physical exam/TB screening and pass background searches including criminal, sex offender, and child protective services.
  • Reliable home internet.

 

Preferred qualifications and skills

  • AA/AS or BA/BS degree in a related field.
  • Experience with enrollment, intake, or eligibility in a social services, clinic/hospital, or childcare/education setting.
  • Prior experience using ChildPlus or a similar database system.
  • Experience working with children and families facing adverse conditions (Homelessness, food instability, incarceration, foster/kinship care, substance abuse, etc.)
  • General knowledge and understanding of VDSS licensing standards and Head Start Program Performance Standards.
  • Bilingual, with oral and written proficiency in English and Spanish is highly preferred. Other language competencies are also encouraged to apply

Additional Info

MACAA continues to monitor federal, state and local guidance and vaccination progress in the region. While this position will interview remotely, this role will be expected to be local to the Charlottesville area and work a full time in-person schedule. We have implemented guidelines and procedures at our facilities to help reduce the spread of COVID-19 and protect the health and well-being of our team and community, including health screenings, physical distancing, the use of face coverings, and regular sanitizing and disinfecting.
