Albemarle County is seeking a Deputy Director of Human Resources that will work closely with the Director to provide strategic HR support to the organization across County departments and partner agencies and offices. The Deputy Director must have a strong background in Human Resources, including strategic planning, management, employee development, and hands-on technical experience, including total compensation. The incumbent must also possess excellent organizational, problem-solving, and decision-making skills, with a focus on customer service and staff development. The anticipated hiring range is $106,260 to $118,761 depending on qualifications. Position is open until filled with first review of applicants on 8/25/2023. All Albemarle County employees must maintain residence in the Commonwealth of Virginia. EOE.

Job Duties

Essential Functions:

Supports the organization and the Director of Human Resources by assessing the organization’s needs, devising HR solutions that meet those needs, and implementing strategies in various areas such as recruitment, employee relations, Federal and State compliance, diversity and inclusion, performance management, training and development, and employee safety;
Oversees HR functions encompassing the employment lifecycle;
Oversees Compliance-driven projects, programming, and training;
Serves as project manager for assigned initiatives and work groups;
Oversees complex and politically sensitive personnel investigations;
Analyzes key performance indicators to identify trends and develop innovative solutions in collaboration with County departments and agencies;
Drives process improvements and innovation to streamline work and improve efficiency and quality of HR service delivery;
Responsible for overall leadership and development of assigned HR staff, including analyzing workloads, providing guidance/ decision-making, overseeing projects and workplans, and performance management;
Prepares reports and presentations for County leadership and the Board of Supervisors as assigned;
Acts on behalf of the Director of Human Resources in his/her absence, and as authorized;
Performs related tasks as required.

Skills Required

General knowledge of local government structure, operations, and services, to include the County Executive form of government
Thorough knowledge of Federal and Virginia laws concerning employee benefits, wage and hour, anti discrimination, occupational safety, etc.
Thorough knowledge of the performance management and continuous improvement process
Strong interpersonal skills and exceptional influence skills – ability to establish a strong network and align with peers and department leaders across a complex organization
Strong technical skills in functional areas of human resources such as recruiting, payroll, investigations, and training
Strong attention to detail and quality/accuracy
Strong analytical and problem-solving skills
Strong supervisory and leadership skills
Excellent verbal and written communication skills
Excellent time management skills with a proven ability to meet deadlines
Proficient with Microsoft Office Suite or related software
Ability to prioritize tasks and delegate work when appropriate

Ability to balance customer service needs of individuals and single departments with the best interests of the organization as a whole

Additional Info

Required Education and Experience:

Bachelor’s degree in business, human resources, or related field;
8+ years of progressive human resources experience, to include supervision of HR staff;
5+ years of experience managing employees;
Must possess a valid Virginia Driver’s License and meet policy requirements to be an authorized driver.

Preferred Qualifications/Certifications:

Local or State Government, or work with non-profit governing board experience
Human Resources certification such as SPHR, IPMA-SCP, or SHRM-SCP
Experience with HRIS or Enterprise Finance software
