Description
The Deputy Director (DD) will be a trauma-informed, mission-driven leader, overseeing SHE Shelter’s administrative and operational functions. With a particular focus on human resources management, the DD will be an expert in the areas of recruitment, performance management, and professional development. Additionally, they will be an experienced leader of non-profit operations and programming. They will possess a deep understanding of the human services sector in the Greater Charlottesville area, including knowledge of the philanthropic environment and familiarity with other service providers. Working closely with the Executive Director (ED), the DD will help chart the Shelter’s strategic response to ever-increasing demand for agency services, work with Shelter staff to expand and deepen the agency’s programming, and work to ensure the implementation of high-quality programs and services.
This position requires a deep commitment to supporting survivors, fostering collaboration and excellence, and leadership and decision making that is trauma-informed and data driven.
Job Duties

B. Culture and people leadership
● With the ED, revise or develop internal policies and practices to promote equity, inclusion, and healthy work-life balance and that demonstrate the Shelter’s commitment to being a trauma-informed employer that seeks to recruit and retain exceptional team members
● Foster an organizational culture of leading with humanity in mind, cooperation, accountability, continuous growth and quality improvement, bravery, and initiative-taking
● Identify professional development opportunities for managers and their teams
● With department managers, manage full lifecycle recruiting process for new hires, including the development of robust orientation and onboarding plans
● Write and update job descriptions as needed, establishing equitable pay scales and ensuring that both funder requirements and organizational/departmental needs are met
● Develop a fair performance evaluation process and support department managers in its execution, including performance improvement plans
● Administer and ensure compliance of benefits package, including health insurance, retirement plan, and leave
● Maintain thorough, confidential, and up-to-date personnel records
C. Finance, administration, and operations leadership
● Support ED and Fiscal Manager in the preparation of the annual budget, including the development of program budgets in collaboration with department leads
● Support the Fiscal Manager with the payroll process, ensuring accuracy, compliance, and timeliness and running payroll through QuickBooks Online when the Fiscal Manager is unavailable
● Lead the organization through state accreditation process, including adherence to required standards, completion of internal assessment, submission of accreditation application and maintenance of accreditation once obtained
● With the Fiscal Manager, ensure compliance with local, state, and federal legal reporting and permitting requirements
● With the Fiscal Manager, ensure compliance with state and federal funding requirements, such as VDACS and VAWA
● Ensure maintenance and cleanliness of facilities and equipment, meeting all OSHA and ADA requirements and continually assess facilities for ways to increase accessibility for people with disabilities
● Coordinate proper setup, maintenance, and repairs of physical equipment and technology systems
● Uphold safety and emergency plans, supporting in their execution and updating as needed
D. Programmatic leadership
● Oversee cross-functional projects/programs and unify teams, aligning goals and efforts through the development and implementation of processes that increase efficacy, efficiency, and equity
● With ED, develop and implement best practice strategies and tools to ensure the Shelter can meet the needs of diverse populations from a perspective of trauma-informed care and cultural humility
● With ED and Director of Legal Advocacy Services, monitor usage and data quality of all client services databases, ensuring compliance with funder and legal requirements and continuity of client care
● Support Community Engagement and Development Teams in the monitoring and optimization usage of volunteer management and fundraising databases and systems
● Meet with department managers for weekly check-ins, ensuring they are equipped with tools and strategies to achieve both individual and departmental goals
● Support and coach managers on the supervision of their teams
● Lead managers and all staff in short- and long-term program and project planning, clearly defining action plans and objectives
● Provide regular monitoring of department budgets with managers
● Regularly assess progress and efficacy of program strategies and goals
E. Strategic leadership
● Support the ED in the development of SHE’s overall strategic plan
● With ED, develop and implement needs assessment and capacity assessment processes for all Shelter projects, programs, and initiatives
● Develop and implement procedures and practices to meet internal policy requirements, especially those related to organizational documentation, electronic recordkeeping, and personnel issues
● Proactively identify areas of improvement, developing a model for continuous monitoring and growth
● Advise and support department managers in the execution of goals related to the overall strategic plan
● Stay abreast of relevant news, best practices, compliance requirements, etc. to ensure ongoing success and quality of Shelter programs
● Serve as a strategic partner to the ED on organizational decision-making, especially high-risk HR and legal matters, and retain external expertise when needed
● Advise ED on staffing decisions related to performance, accountability, and development
F. Departmental collaboration
● Provide regular updates and reports to supervisor, including weekly check-ins
● Regularly attend Leadership Team meetings
G. Interdepartmental collaboration
● Lead monthly staff meetings
● Attend Client Services Team meetings as necessary
● Attend Shelter Manager Team meetings as necessary
● Attend Community Engagement Team meetings as necessary
H. Participate in and pursue professional development opportunities
● Seek out professional development opportunities relevant to role and responsibilities, as well as to the Shelter’s mission
● Attend training assigned by supervisor
● Stay up to date on best practices and trends (harm reduction, trauma-informed care, etc.)
Skills Required
REQUIRED SKILLS AND EXPERIENCE
● Compassion for all people, especially those in crisis
● Experience navigating complex or sensitive issues, and making and carrying out difficult decisions
● Ability to maintain empathy and sound judgment during times of crisis or stress
● Excellent written and verbal communication skills, with the ability to translate complex data into simple and clear messages for a wide audience
● Excellent interpersonal skills, including the ability to build strong, trusting relationships with colleagues and partners
● Ability to multitask and adapt to changing priorities while maintaining an eye for detail
● Flexible, creative, and resourceful with a willingness to both teach and learn
● Excel in both long-term strategic planning and day-to-day organizational management and problem-solving
● Ability to provide a trauma-informed, strengths-based perspective in supervision, planning, and service delivery
● 7+ years of administrative and human resources experience with progressive managerial responsibility in a human services setting, ideally within a setting that provides services to humans in crisis
● Expert database management skills (HMIS, VADATA, or similar)
● Expert QuickBooks Online user including the QBO payroll system
● Experience with at least one of the following:
– Life-cycle management of state or federal grants
– Leading an organization through a rigorous accreditation process
– Responsible for compliance or quality assurance of complex systems
● Naturally resourceful and curious
● Ability to constructively provide and receive feedback
● Deep understanding of the local human services ecosystem, including the philanthropic environment
Work Schedule
SCHEDULE: Full-time, 40 hours, Monday through Friday.

LOCATION: Onsite at Outreach Center (1415 Sachem Place, Charlottesville VA 22901); onsite at Residential Facility (undisclosed location within Charlottesville area); and travel within Planning District Ten (City of Charlottesville and Counties of Albemarle, Greene, Louisa, Nelson, and Fluvanna)
ANNUAL SALARY: $92,000 annually. The Shelter for Help in Emergency is in the midst of a two-year organization-wide compensation adjustment that includes the implementation of consistent, transparent, and objective pay bands. As a result, compensation is not negotiable.
SPECIAL REQUIREMENTS: This role requires one week of 24/7 on-call service approximately once every six weeks that is compensated at $150 per on-call week (in addition to the regular salary). This role also requires the willingness to transport clients either via your personal vehicle or a taxi or ridesharing service. Milage or cost reimbursement for all travel is provided. Additionally, all Shelter for Help in Emergency Staff are required to pass the organization’s Suitability to Work with Minors Policy which requires fingerprinting and criminal background checks.
