The Deputy City Manager for Administration is an executive staff management position reporting directly to the City Manager. This position performs complex professional and administrative work in assisting the City Manager in a variety of assignments relating to organizational goals and objectives, strategic planning and priorities, capital improvement planning, city wide initiatives, special projects, operational efficiencies, fiscal affairs, and administrative operations. Assignments may include the oversight of specific departments (such as Finance, Budget/Performance Management, IT, and HR), the community engagement initiatives, liaison to boards/commissions, responding to inquiries from the City Council and the public, and overseeing and participating in the planning and administration of major projects and programs. Does related work as required.

The preferred hiring amount for this position is between $158,258.00 – $197,029.00 Annually. Starting offer is based on applicable education, experience, and internal equity. This position works collaboratively with other Deputy City Managers, Department Directors, Assistant/Deputy Directors and other senior leadership within the organization to support the City Manager. This is accomplished by serving as a trusted advisor and analyst to the City Manager, overseeing internal and external commitments, ensuring priorities are strategically managed and results measured, and service delivery meets and aligns with established organizational performance standards. The City Manager has direct supervisor of the City’s departments; however the Deputy City Managers are expected to work closely with City departments. Reports to the City Manager and may act in their absence. Please include with your online application a cover letter, resume, and at least five (5) professional references.

Minimum Qualifications:

  • Any combination of education and experience equivalent to a Bachelor’s degree from an accredited college or university in accounting, economics, business or public administration, or other local government services field.
  • At least five (5) years of experience in a Director level position, an equivalent or higher-level position; preference for 10 or more years.
  • Demonstrated experience as a senior member of a management team is required.

Preferred Qualifications:

  • Master’s degree preferred.
  • Preference for experience with collective bargaining and finance.

Skills: Comprehensive knowledge of general laws and administrative policies governing municipal financial practices and procedures; comprehensive knowledge of the principles and practices of accounting and budgeting in government; comprehensive knowledge of the principles and practices of a municipal purchasing system and employee and general liability insurance administration; ability to prepare informative reports; ability to plan, organize direct and evaluate the work of subordinate employees; ability to establish and maintain effective working relationships with other department heads and governmental officials; ability to formulate long-range planning. Strong communication skills required.

 

Physical Conditions & Additional Information

Physical requirements for this position as outlined by the Department of Labor: LIGHT WORK: Ability to lift up to 20 lbs. occasionally and/or up to 10 lbs. frequently and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires the ability to lift or move more than 20 lbs. for sedentary work and the worker sits most of the time, the job is rated for light work. Physical demand requirements are in excess of those for Sedentary Work.

This position may be required to work after-hours including weekends, nights and/or holidays. Occasional travel required to attend trainings and conferences.

Work is typically performed in meeting rooms, conference rooms, homes, schools, public buildings and outdoors. The noise level in the work environment is usually moderate. Standard office environment. Work contacts include but not limited to City Officials, department directors, employees, and the general public.
