Habitat for Humanity of Greater Charlottesville (“Habitat”) is a non‐profit organization that brings people together to build and rebuild homes and communities so that everyone in Charlottesville can have a decent place to live. We are deeply committed to working in respectful partnership with community members to support healthy neighborhoods.

Habitat recently purchased Carlton Mobile Home Park, a 6-acre, 66-unit community located in Charlottesville City. As we have done at Sunrise Mobile Home Park and are currently doing at Southwood Mobile Home Park, a 120-acre, 1,300 resident community, we intend to work side by side with residents to plan for a mixed-use, mixed income community. When complete, Carlton will be a national model of compassionate and inclusive resident-led redevelopment. At Carlton and elsewhere, Habitat rebuilds communities via a long-term Asset-Based Community Development approach, using the skills and talents of community members to help them achieve their own vision.

POSITION SUMMARY
Habitat possesses a unique approach to property management and embraces the core principles of Property Management for Success and Non-displacement of residents. Under these principles, Habitat will partner with residents to support their collective housing and community needs while committing to providing all residents with suitable housing options during redevelopment.
The Property Manager is responsible for overseeing all aspects of the park’s operations. This includes maintaining and improving the physical appearance of the property, developing and managing a budget, and overseeing property staff. The Property Manager is also responsible for developing and maintaining relationships with property owners, employees, and contractors as well as ensuring the satisfaction and retention of existing residents.
The ideal candidate will have a strong background in property management, compassion for residents, excellent communication skills, a proactive approach to problem-solving, and fluency in Spanish and English. This position is primarily in-person with limited opportunities for remote work.
DUTIES AND RESPONSIBILITIES
The responsibilities of this position will vary significantly from day to day and week to week. Below is a list of likely responsibilities:
Property Maintenance and Tenant Interaction:
Oversees the daily operation of the property and monitors the work completed by the property staff and/or sub-contractors.
Walks the property daily to ensure it is maintained in a clean, safe and attractive manner at all times.
Conducts periodic and consistent inspections of the property.
Resolves resident problems, conflicts, and lease violations and documents these activities.
Monitors and processes rent collections.
Implements follow through with delinquent account procedures in accordance with Habitat’s Property Management for Success principle.
Oversees and assists with the processing of leases, including all required verifications.
Prepares the property for any audits or inspections.
Reports major emergencies or incidents to the Director of Operations and completes and submits Incident Reports as needed.
On-call 24/7 in the event of a major emergency (fire, flood, violent crime, etc.) that cannot be managed by the employee on-call. Responds to the property within 30 minutes in the case of such an emergency.

Property Reporting and Accounting:
Prepares annual budget for review by the Director of Operations.
Monitors expenditures to keep in compliance with the established budget.
Completes weekly, monthly, quarterly and year-end reconciliations and reports, as required.
Approves accounts payable vouchers for payment weekly.
Assists Director of Operations with capital planning for the property.

Property Administration:
Maintains professional and positive relationships with agencies, owners/boards and public officials.
Supports community engagement and outreach efforts as needed.
Attends community conversation meetings, as required.
Consults with legal counsel and attends court hearings as needed.
Maintains current industry certifications, as required.
Stays current on industry trends and changes in regulatory regulations.
Monitors staff compliance with Fair Housing, OSHA, MSDS, employee safety policy and other applicable codes and regulations.

QUALIFICATIONS AND EXPERIENCE
The Property Manager is a results-driven individual with at least 2-5 years of experience in residential property management. The ideal candidate will hold a Bachelor’s degree in Business Administration or related field experience and will also have/be:
Bilingual speaker (English/Spanish)
Familiarity with property management software
Basic understanding of Virginia Landlord and Tenant Law

PHYSICAL REQUIREMENTS
Ability to walk, stand, and sit for extended periods
Ability to respond to emergencies outside of regular business hours
Must be able to lift up to 25 pounds at times.
