The Assistant Director of Transit (Operations) is responsible for the direct management of multiple departmental functions and transit-wide operations. This includes all of Charlottesville Area Transit (CAT) daily operations, including Bus Operations, Micro-transit, Radio Communications, and Fare Collection Systems. Working independently, manages Divisional business functions, supports systems and operational capabilities, using strategic management techniques.

This position impacts CAT’s organizational success by providing management oversight of the day-to-day transit functions; guiding long-term decisions regarding the provision of public transportation with insight into operational/functional impacts; managing the operating resources and capital assets while providing efficient transit service to the greater Charlottesville region; and ensuring that public transportation is maintained as a core business function and that key business functions are aligned to support those operations.

The preferred hiring range for this position is between $92,108.00 – $115,260.61 Annually. Starting offer is based on applicable education, experience, and internal equity. The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met. Under administrative direction of the Director of Transit, serves on the Department Leadership Team with direct management responsibility of a large portion of agency operations in operations. Working with the Leadership Team, develops management policies, plans goals and strategies for the department; administers and analyzes Division-wide transit services and operations or of financial controls, planning, and grants. This position will support the goals and purpose of safe, reliable, efficient delivery of transit services and access to transit facilities, as well as taking a strategic role in positioning Transit for growth. Performs related work as required.

Minimum Qualifications:

Any combination of education and experience equivalent to a bachelor’s degree from an accredited college or university appropriate to the functional area (public administration, organizational supervision and leadership, business administration, accounting, finance, or closely related field.)
Six (6) years of administrative experience in the appropriate functional area of a diverse and full-service transit system or in a related field, with a minimum of three (3) of those years at the supervisory or managerial level.
Preferred Qualifications:

Class B CDL endorsement is highly preferred.
Special Requirements:

By employment start date, requires a valid driver’s license issued by the Commonwealth of Virginia and is subject to the vehicle use policy and procedures.
