Description

Serves to provide outreach and in-person enrollment assistance for the Federal Affordable Connectivity Program (ACP) to community members in Albemarle County and the City of Charlottesville, in coordination with community partners and at the discretion of the BAAO Program Manager.

All County staff must maintain Virginia residency throughout the duration of their employment.

Job Duties

Coordinates with community partners to schedule, plan, and undertake outreach activities to include public discussion of program, distribution of marketing materials, directly engaging individual clients and community members to discuss the program;
Coordinates with individual community members seeking assistance with the enrollment process to include providing a screening assessment to determine program eligibility, advising clients on the necessary documentation to facilitate enrollment, follow up with clients to schedule a time to provide in-person enrollment assistance, provide in-person enrollment assistance at public locations or, infrequently, in clients’ homes;
Provides updates to BAAO program manager in-person and electronically regarding outreach and enrollment activities;
Participates in training activities to ensure compliance with grant-funded activities, ensure expertise in ACP enrollment assistance, and best practices for digital navigation activities;
Maintains detailed records using provided software solutions regarding group and individual outreach activities, client contacts, enrollment assistance, and community partner engagement;
Assists and supports clients in the selection of and establishment of connectivity with a broadband provider to include advising client of low-income service options, and additional digital inclusion opportunities made available by providers.

Skills Required

General knowledge of web forms and the use and navigation of websites;
General knowledge of wireline and mobile broadband internet service;
Ability to provide analysis and recommendations regarding broadband internet service options based on current market conditions;
Ability to assess program eligibility based on training and discussions with clients;
Effective verbal and written communication;
Ability to operate a motor vehicle in compliance with Albemarle County’s safe driver policy.

Work Schedule

As assigned by supervisor, including nights and weekends as necessary.

EDUCATION AND EXPERIENCE:
Preference will be given to candidates with experience in outreach activities and fluency in Spanish, or other languages frequently spoken by community members.
Possession of a valid driver’s license issued by the Commonwealth of Virginia.
PHYSICAL AND MENTAL REQUIREMENTS:
Workers in this position are required to have possession of a Driver’s License to operate a motor vehicle and meet the eligibility requirements of Albemarle County’s Safe Driver Policy. This position entails administering work to the public that are often in clients’ home. There will be frequent contact with clients and coordination with community partners.

THE SALARY RANGE:

The hiring rate for this position is $25.00/hour. Starting offer is based on applicable education beyond minimum requirements and internal equity. This is a temporary, FLSA non-exempt position.
