The Women’s Resource Center of the New River Valley (WRCNRV) is seeking candidates for the position of Executive Director. Founded in 1977, the WRCNRV is a non-profit, human service organization serving Floyd, Giles, Montgomery and Pulaski Counties, and the City of Radford in Southwest Virginia. The mission of the WRCNRV is to implement individual and social change for a violence-free community in the New River Valley region of Virginia. This work is accomplished by providing programs and services to adults and children who have experienced sexual or domestic violence, and by providing education, training, and prevention programming to the public and to allied professionals.
WRCNRV provides an extensive array of services needed by persons who have experienced domestic violence and sexual assault. The WRCNRV provides both direct crisis services and ongoing services for adults and their children who have experienced such violence. The range of crisis services provided by the organization includes a 24/7/365 hotline, crisis intervention, safety planning, lethality assessment, transportation, emergency advocacy, and emergency shelter. Ongoing services include legal advocacy, information and referral, transitional housing, rapid rehousing, children’s services, counseling and support (both individual and group), and a copyrighted in-school prevention curriculum titled Peaceline. In FY 2022-23, the WRCNRV provided direct crisis and ongoing services to individuals who experienced domestic and sexual assault to more than 3,000 people and provided over 200 educational presentations to over 5,000 people. WRCNRV has an annual budget of over $2 million and employs 27 full-time staff members, who are assisted by five part-time staff and over 150 volunteers. Revenues include federal, state, and local grants, a range of foundations, and a strong base of private donors.
The Executive Director will, as principal officer of the agency, implement the policies developed by the Board of Directors. The Executive Director will ensure full compliance with all program guidelines in the administration of all organization-sponsored activities and programs. This position reports to the WRC Board of Directors, is a key leadership position in the organization, and works both independently and collaboratively towards the mission and vision of the organization.
Job Duties
Mutual Responsibilities
• Conduct all employment related responsibilities in accordance with the Mission, Vision, and Guiding Principles of, and as directed by the policies and procedures outlined by, the WRC.
• Ensure continuity of services by supporting all on-call functions of the organization.
• Meet weekly with supervisees participating in the WRC’s on-going Communications & Performance Evaluation Plan. Communicate clearly and timely issues of performance with supervisees.
• Support the community’s accessibility to agency services by participating in day-to-day operations at the Administrative & Counseling Offices (1217 Grove).
• Carry out other duties as assigned by the Board of Directors.
Relationship with the Board
• Be directly responsible to the Board.
• Attend and participate in all Board meetings and Board committee meetings as a non-voting ex officio member.
• Provide the Board with adequate information to help it reach sound decisions and establish policies.
• Assist the Board Development Chair (President-Elect) with the orientation of new Board members.
• Enter into contracts for the Women’s Resource Center of the New River Valley, Inc. on behalf of the Board of Directors.
Management skills and abilities
• Either directly or indirectly through management personnel, lead and decide all matters of administrative and supervisory details in connection with the operation and maintenance of the organization including the creation and application of procedures in a manner consistent with board policy and applicable law.
• Initiate and direct the development of policies for Board approval.
• Supervise the implementation of all Board policies.
• Work with the Board to prepare a long-range plan for the organization.
• Report regularly to the Board about progress toward organizational objectives, financial status of the organization, and other issues of concern.
• Review and file all grant reports.
Leadership of the staff
• Hire, fire, evaluate, discipline, and supervise all employees.
• Direct employees in their assignments and duties.
• Keep the staff informed as to newly developed policies, program goals, etc.
• Coordinate bi-monthly staff meetings.
• Coordinate monthly meetings with the Leadership Team (supervisors).
• Provide training and technical assistance to staff when needed.
Fiscal Management and Funding
• Direct the preparation of the annual budget and submit it to the Board for approval.
• Approve and direct purchases and expenditures within the limits of the Board-approved budget.
• Provide information to the Board regarding purchases and expenditures.
• Prepare or supervise the preparation of all grant invoices.
• Stay abreast of potential funding sources, including federal, state, local and private funding sources, and initiate action preparing grant proposals.
• Oversee the funding efforts of the organization.
Grants Management
• Review all workplans related to the work of the WRC programs.
• Train Programs Director and Program Coordinators annually on grant workplan(s).
• Ensure ongoing implementation and evaluation of workplan(s) by Program Coordinators.
• Ensure that grant reports are completed and submitted in a timely fashion.
Community and Public Relations
• Promote good public relations in the community.
• Represent the organization as its chief executive officer in all dealings with other organizations, individuals, and the general public locally, statewide, and nationally.
• Stay abreast of state and federal legislation regarding domestic and sexual violence and keep the staff and board informed as appropriate.
• Maintain an effective community engagement program.
Skills Required
Qualifications
• College degree (Master’s degree preferred) and/or at least five years of experience in non-profit human services related field. Staff supervision experience required.
• Demonstrated ability to provide leadership and program coordination.
• Experience in personnel management, fiscal management, grant writing, community organization, and public administration.
• Possess group development skills, good communication skills, and program evaluation skills.
• Ability to remain patient, calm, and professional when working in crisis situations.
• Ability to utilize computer programs including word-processing and spreadsheet designs.
• Have an understanding of the issues of sexual and domestic violence (training provided during on-boarding).
• Ability to provide crisis intervention (training provided during on-boarding).
• Ability to deliver WRC services in a culturally sensitive manner (training provided during on-boarding).
• Ability to work some evening, weekend, and holiday hours.
• Driving is an essential function of this position. Must have reliable transportation, a valid driver’s license, and be insurable through the WRC’s insurance policy.
