The Assistant Director of Transit (Maintenance & Facilities) is responsible for the direct management of multiple departmental functions and transit-wide operations. This includes planning, organizing and implementing functions associated with the daily and long-term maintenance of Charlottesville Area Transit’s bus fleet, operational facilities, and non-revenue vehicles. Responsibilities include oversight of vehicle servicing, repairs, and the physical appearance and cleanliness of the fleet assets, shop facility and fleet storage areas. Working independently, manages Divisional business functions, supports systems and operational capabilities, using strategic management techniques. Ensure sufficient vehicles are operational, serviced, and ready to meet daily service requirements.

The preferred hiring range for this position is between $80,218.93  – $115,260.61 Annually. Starting offer is based on applicable education, experience, and internal equity. Under administrative direction of the Director of Transit, serves on the Department Leadership Team with direct management responsibility of a large portion of agency operations in maintenance and facilities. Working with the Leadership Team, develops management policies, plans goals and strategies for the department; administers and analyzes Division-wide transit services and operations or of financial controls, planning, and grants. This position will support the goals and purpose of safe, reliable, efficient delivery of transit services and access to transit facilities, as well as taking a strategic role in positioning Transit for growth. Performs related work as required.

Minimum Qualifications: 

  • Any combination of education and experience equivalent to a bachelor’s degree from an accredited college or university appropriate to the functional area (public administration, organizational supervision and leadership, business administration, accounting, finance, or closely related field.)
  • Six (6) years of administrative experience in maintenance and/or facilities of a diverse and full-service transit system or in a related field, with a minimum of three (3) of those years at the supervisory or managerial level.

Preferred Qualifications:

  • Class B CDL endorsement is highly preferred.

Special Requirements: 

  • By employment start date, requires a valid driver’s license issued by the Commonwealth of Virginia and is subject to the vehicle use policy and procedures.

Job Duties

Essential Responsibilities and Duties

Operations and Safety:

  • Directs workforce and personnel administrative functions for the Maintenance Division, including workforce hiring, training plans, apprenticeship program, employee relations and recognition, performance evaluations, and productivity and continuous improvements.
  • Identifies operational deficiencies and projects operational requirements for new and expanded priorities.
  • Sets departmental performance goals and objectives and facilitates development of strategies to meet or exceed performance objectives.
  • Develops and implements both short and long-term maintenance strategies and plans, to include future needs and vehicle and equipment replacements.
  • Makes recommendations for the replacement of capital equipment and determines the specifications for such equipment.
  • Maintains a safe and healthy work environment, ensuring compliance with safety, security, cleanliness, environmental, and HAZMAT regulations.
  • Implements quality control measures. Develop and monitor systems for compliance to maintenance procedures and safety rules. Ensure that quality and safety are integrated into all aspects of subordinate responsibilities.
  • Directs the ongoing implementation of CAT’s Preventive Maintenance Program for vehicles and equipment and ensures that all activities conform to governmental regulations protecting the health, safety, and rights of employees and the public.
  • Develops initiatives for continuous improvement in maintenance operations, equipment reliability, cleanliness, and state of good repair.
  • Responsible for the overall condition and appearance of the general property, including hoists, overhead doors, and ventilation systems, taking appropriate actions when necessary.
  • Evaluates/approves all repairs and ensures proper funding and budget controls. Ensure that external customers have reliable and safe transportation.
  • Reviews and analyzes reports of fuel and fluids consumption, tire cost, equipment failures, shop work progress, and overall maintenance costs.
  • Reviews, approves, and forwards requisitions for the purchase of equipment, parts, materials, and supplies, and examines competitive bids and products submitted by vendors.

Financial Management:

  • Analyzes prior years’ expenditures and revenues, and compiles and submits the annual operating budget for the Maintenance & Facilities division.
  • Manages the division’s budget and supervises the preparation of the division’s budget, participates in presentation of the budget to Leadership, and monitors program expenditures.
  • Support the development of annual budget plans for programs, maintenance, capital projects, equipment, and goals.
  • Adjusts expenditure priorities as necessary.
  • Prepares and manages annual budget and ensures that expenses are kept within established parameters.

Human Resource Management:

  • Establishes performance standards and evaluates the performance of subordinate personnel.
  • Coaches subordinate personnel and ensures the availability of training and professional development programs.
  • Oversees a staff of professionals and has overall responsibility for all programs within their assigned functional area.

Relationship Management:

  • Oversees special project work directed by Leadership and/or City Council.
  • Represents the agency in meetings with public and private-sector officials and citizen groups.

Reporting and Analysis:

  • Develops management indicators for budget development and evaluation of organizational performance.
  • Analyzes programs’ use patterns and performance compared to goals, reports the results and recommends improvements.
  • Evaluates suggestions and improvements to existing operations.
  • Evaluates and reports on the effectiveness of division operations and programs.
  • Conducts service needs assessments and analyzes city-wide Transit needs.

Strategic Management:

  • Serves as a member of the division senior management team which includes participating in the formulation of policy and advising on decision-making at the division level.
  • Reviews and approves policies and procedures and implements or recommends changes as appropriate.
  • Ensures that division plans and programs complement agency goals and objectives.

Performs related work as required.

Physical Conditions & Additional Information:

Physical requirements for this position as outlined by the Department of Labor: MEDIUM work. Ability to lift up to 50 lbs. occasionally and/or up to 30 lbs. frequently and/or up to 10 lbs. constantly to move objects. Physical demand requirements are in excess of those for Light Work.

Time spent in this position involves inside and outside work which may involve exposure to extreme temperatures, extreme brightness, chemicals/hazardous waste, fumes/airborne particles, gases/gas leaks, and fuels.

This position may be required to work emergency on-call, and/or weather-related emergency on-call.

This position also requires the regular use of or subject to ladder/step stool, moving mechanical parts, driving light equipment and/or driving heavy equipment. The noise level in the work environment is usually loud.
