High school diploma or GED required.

Minimum of two years of experience in utility construction in relevant field.

Proficiency in utility infrastructure requirements and contractual issues.

Specialized certifications required includes plastic pipe fusion, flagging and and applicable federal operator qualifications;

Subject to federal DOT drug and alcohol testing regulations.
Job Duties
Essential Responsibilities and Duties

Inspects utility line construction projects of contractors at beginning of, during, and end of work for compliance with plans, specifications, and standards, including overseeing tapping of main lines;

May ensure qualifications of contractor personnel;

Supervises testing of installed lines;

Informs contractors of deviations or errors and advises as to corrective action;

May stake out installation routes for contractors, mark other utility facilities, and ensure the proper marking of new lines for future identification;

Keeps daily progress records, prepares reports and as-built drawings;

Inspects street cuts made for utility purposes;
-
Inspects material received by contractors at project site to determine its conformance to required specifications;

Follows up on contractor damage to public and private property;

Enforces safety standards and policies on construction site;

Performs related tasks as required.
Skills Required
Skills: Thorough knowledge of construction practices, techniques, materials, and equipment hazards, and necessary safety precautions relating to installation of utilities; general knowledge of engineering plans, specifications and drawings. Ability to read and interpret plans, specifications and blueprints and to compare with various aspects of construction in progress; ability to detect errors in construction projects; ability to establish effective working relationships with contractors, state officials, property owners and others to ensure satisfactory compliance with specifications and standards; ability to maintain accurate records and prepare reports; ability to work independently.
